The City of Social Circle has lost its qualified local government status for one year following a dispute with Newton County over land proposed for a large data center project.
According to Atlanta News First, the Georgia Department of Community Affairs removed the designation this week. Losing qualified local government status makes the city ineligible for certain DCA grants and loans, along with some other state-administered programs. Social Circle officials said the action will not affect city services such as police, fire response or utilities.
The dispute traces back to a 2025 annexation request involving hundreds of acres near Strouds Creek in unincorporated Newton County. Atlanta News First reports the proposed development called for 14 data center buildings and an electrical substation. Newton County objected and initiated arbitration, but Social Circle approved the annexation before that process was finished, according to records cited by the outlet.
DCA later alleged that Social Circle had not participated in the annexation process in good faith. The city challenged the decision in Fulton County Superior Court, but the case was dismissed. Social Circle has argued that Newton County stopped communicating during attempts to resolve the dispute. Atlanta News First said it had sought comment from Newton County.
It remains unclear whether the proposed data center will move forward. DCA said Social Circle could regain qualified status after a year by demonstrating compliance with applicable requirements.
